

NRF Applauds Progress on Federal Organized Retail Crime Legislation
The National Retail Federation (NRF) is applauding the House Judiciary Committee’s advancement of H.R. 2853, the Combating Organized Retail Crime Act, calling it an important step forward in addressing a growing and increasingly complex threat to retailers and consumers.
NRF Executive Vice President of Government Relations David French emphasized that organized retail crime (ORC) continues to impact every segment of the retail industry, with criminal groups expanding their tactics to exploit vulnerabilities across the entire retail ecosystem.
The legislation would establish a coordinated crime center within Homeland Security Investigations, strengthening collaboration across jurisdictions, enhancing investigative resources and building on progress already made at the state level.
NRF has long advocated for stronger federal, state and local coordination to combat ORC and bring perpetrators to justice. The organization praised House Judiciary Committee Chairman Jim Jordan and Ranking Member Jamie Raskin for advancing the bill and urged the full House to vote on the measure, with the Senate quickly following suit.
In advance of the markup, NRF submitted a letter of support and previously provided a written statement for the record at a House Judiciary Subcommittee hearing detailing the impact of ORC on retailers and consumers.
According to NRF’s The Impact of Theft & Violence 2025 report, more than half of retailers surveyed reported increases in:
Phone scams (70%)
Digital and ecommerce fraud (55%)
Shoplifting and merchandise theft (52%)
Cargo and supply chain theft (50%)
